First home buyers
First home buyer duty exemption and concession
An eligible first home buyer pays no Victorian land transfer duty on a home valued up to $600,000 (State Revenue Office Victoria, verified 7 Aug 2026), and a reduced rate on a sliding scale up to $750,000 (State Revenue Office Victoria, verified 7 Aug 2026). For example, duty on a $700,000 established home bought as a first home is $24,713, against the full owner-occupier rate above. Eligibility generally requires the buyer (and their spouse or partner) never having owned residential property in Australia, and at least one purchaser must occupy the home as their principal place of residence for 12 continuous months, generally starting within 12 months of settlement (State Revenue Office Victoria, verified 29 Jul 2026). See the full Victorian first home buyer exemption and concession guide for thresholds, eligibility and the residency rule in detail.
First Home Owner Grant
Eligible first home buyers of a new home can also receive a $10,000 First Home Owner Grant (State Revenue Office Victoria, verified 7 Aug 2026), on top of any duty exemption or concession -- see the Victorian First Home Owner Grant guide for the price cap and eligibility.
Other concessions a home buyer can use
Pensioner and concession card holder duty exemption or concession
An eligible pensioner or concession card holder buying a home up to $550,000 can access a duty exemption or concession broadly mirroring the first-home-buyer thresholds -- but a buyer cannot claim both this concession and the first-home-buyer exemption/concession on the same transaction (Parliament of Victoria, verified 18 Sep 2026).
Off-the-plan duty concession
Buying off the plan can reduce the dutiable value used to calculate duty, by excluding some or all of the construction or refurbishment costs incurred after the contract date (State Revenue Office Victoria, verified 29 Jul 2026). See the off-the-plan duty concession guide for who qualifies and how the reduction is worked out.
Foreign purchasers
A foreign purchaser pays an additional 8% duty surcharge on top of the standard rate (State Revenue Office Victoria, verified 7 Aug 2026). See buying property as a non-citizen for how "foreign purchaser" is defined and the exemptions that can apply.
Transfer and mortgage registration fees
Land Use Victoria charges $104.30 plus $2.34 for every whole $1,000 of the price (electronic lodgement), capped at $3,614.30. (Office of the Chief Parliamentary Counsel (Victoria), verified 27 Sep 2026)
Registering a mortgage costs a flat $129.20 (electronic lodgement). (Office of the Chief Parliamentary Counsel (Victoria), verified 27 Sep 2026)
| Price | Land Use Victoria transfer fee | Land Use Victoria mortgage fee |
|---|---|---|
| $500,000 | $1,275 | $129.20 |
| $750,000 | $1,860 | $129.20 |
| $1,000,000 | $2,445 | $129.20 |
Lenders mortgage insurance and other costs
Lenders mortgage insurance (LMI) usually applies when you borrow more than 80% of the property’s value. It is not a government charge: premiums vary by lender and insurer, and there is no public schedule of them, so this page gives no figure. See deposit, LVR and LMI. Conveyancing, inspections and loan fees are quote-based: see complete buying costs. To add your deposit, loan repayments and the yearly cost of owning, use the true cost to buy and own calculator.
How this is calculated
The calculator and every figure on this page come from the same encoded rules, each transcribed from the State Revenue Office Victoria’s published rates or the legislation and linked to it. They apply by contract date: for a contract outside 1 July 2026 to 30 June 2027 the calculator says the date is not encoded rather than guess. It does not cover companies or trusts, transfers between relatives or spouses, deceased estates, other exemptions and concessions not listed here, or the eligibility conditions each concession carries (residence, prior ownership, income). Confirm your own position with the State Revenue Office Victoria calculator or a conveyancer before you rely on it.
