Urban Growth Zone (UGZ)

Victoria Planning Provisions clause 37.07.

In short

Short answer: the Urban Growth Zone (UGZ) is a Victorian planning zone set out in clause 37.07 of the Victoria Planning Provisions and applied to land through each council's planning scheme. In the clause's own words, its first purpose is: “To manage the transition of non-urban land into urban land in accordance with a precinct structure plan”. A zone sets the main purpose of the land and what can be built on it; every Victorian lot has one.

What it typically means for a buyer (Delora editorial, not legal advice): Growth-area land developed under a Precinct Structure Plan (PSP), which typically sets lot layout, roads, schools and future zoning.

What the clause says

Clause 37.07 of the Victoria Planning Provisions (Urban Growth Zone) states its purposes as: to manage the transition of non-urban land into urban land in accordance with a precinct structure plan; to provide for a range of uses and the development of land generally in accordance with a precinct structure plan; to contain urban use and development to areas identified for urban development in a precinct structure plan; to provide for the continued non-urban use of the land until urban development in accordance with a precinct structure plan occurs; and to ensure that, before a precinct structure plan is applied, the use and development of land does not prejudice the future urban use and development of the land.
