Open data

Suburb-level datasets Delora builds from open government data, free to download and reuse with attribution.

Each file below is a plain CSV at a stable URL, rebuilt from the same warehouse that produces the suburb pages. Every figure is derived from openly licensed government data, and each dataset names its sources, its licence, the date its data was read and how to cite it. There is no API and no sign-up.

Reusing these files

You can copy, share and adapt these datasets, including commercially, under the Creative Commons Attribution 4.0 licence. Credit Delora and the original custodians as shown in each dataset's "Sources and attribution", say if you changed the data, and link back to this page. The custodians have not endorsed Delora's figures.

These are general information about areas, not advice about any property. Shares are for whole suburbs and do not tell you whether a control applies to a particular address; the official planning scheme decides that. Found a problem? See corrections or get in touch.

ColumnMeaning
sal_codeABS Suburbs and Localities (SAL) code, ASGS Edition 3.
suburb_nameABS suburb or locality name.
lga_nameLocal government area (council) the suburb is assigned to.
flood_overlay_pctPercent of the suburb's land under a Land Subject to Inundation Overlay (LSIO), Special Building Overlay (SBO) or Floodway Overlay (FO), counted once where they overlap. 0 to 100, two decimals.
bushfire_overlay_pctPercent of the suburb's land under a Bushfire Management Overlay (BMO). 0 to 100, two decimals.
heritage_overlay_pctPercent of the suburb's land under a Heritage Overlay (HO). 0 to 100, two decimals.

How it is built

Each overlay polygon in Vicmap Planning is intersected with the ABS suburb boundary in PostGIS; the union of the intersections is measured as geodesic area and divided by the suburb's area. A suburb with no overlay of a type shows 0.

Limits

A suburb-wide share says nothing about a particular lot: an overlay may cover only part of a street or the back of a block. Overlays are planning controls, not hazard models; a suburb with 0% flood overlay can still flood, and some councils map flood risk outside the planning scheme. Whether an overlay applies to an address is decided by the planning scheme: check it on VicPlan. Open VicPlan.

How it is built

Each zone polygon in Vicmap Planning is intersected with the ABS suburb boundary in PostGIS and measured as geodesic area over the suburb's area. One row per suburb and zone code. Zones covering less than 0.5% of a suburb are left out, so a suburb's shares can add to slightly under 100; roads in a Road Zone are included.

Limits

Shares describe the suburb as a whole, not any address. A zone's controls are set by the council's schedule to it, which this file does not restate. The zone that applies to a lot is decided by the planning scheme: check it on VicPlan. Open VicPlan.

How Delora checks a source's licence

A dataset is published here only when every source behind it has had its licence read on the publisher's own page and that licence allows redistribution of derived figures. Sources Delora holds whose terms do not allow this, or have not yet been read, are left out. See how Delora sources its data.
